The surface and the conditions decide the product, not what's cheapest to buy.
Yes. Most of the work is in the prep. We scrape back any flaking paint to a sound edge, fill and sand the surface flat, then spot-prime the bare patches so the new coat keys properly. We also sort minor plaster and GIB cracks before we repaint, so the finish is sound and the new coat actually lasts rather than lifting again in a year or two.
